Preheat oven to 350°F
In a large bowl, combine flour, sugar, brown sugar, salt, and cocoa. Using a pastry blender, cut in butter until mixture resembles coarse crumbs. Stir in eggs. Reserve 1 1/2 cup of this mixture for topping.
Prepare a 9x13 inch baking pan with cooking spray. Press crumb mixture into the prepared baking pan. Bake for 10 minutes, or until firm.
Meanwhile, combine milk and 1 cup chocolate chips in a small saucepan over low heat. Cook and stir until melted.
Carefully spread over cooked crust.
Combine reserved crumb mixture with Fisher Naturals sliced almonds, pretzel pieces and remaining chocolate chips. Sprinkle over chocolate layer. (It may be in larger clumps, just distribute evenly over chocolate layer in the 9x13 pan).
Bake for 20-25 minutes, or until top is set. Cool before cutting.
